Stephen D. (Steve) Burns
Stephen D. (Steve) Burns is manager, California government affairs, for Chevron Corporation. In this capacity, he has direct responsibility for the company’s interests in California politics and supervises a team of legislative and regulatory advocates in Sacramento. He also is responsible for advising the company’s senior leadership on compliance options for the California Global Warming Solutions Act of 2006 (AB 32), leading a team of technical experts, business representatives, and government affairs professionals working on Greenhouse gas issues in the state. He has held several other senior policy positions in Chevron, including manager of global community engagement, lead policy coordinator, assistant to the chairman & chief executive officer, and manager of corporate responsibility. Prior to joining Chevron, he worked for two years at Enron Corp. where he had federal and international advocacy responsibilities. Before entering the private sector, he worked for 11 years in research and policy organizations that focused on energy, trade and development issues, as the executive director of the 22-nation Pacific Economic Cooperation Council (PECC) Energy Forum, and as the trade and economics program officer at the Asia Foundation in San Francisco. He also worked for two years on the staff of the chairman of the Ways and Means Committee in the U.S. House of Representatives. Burns is the past Chairman of the Board of the San Francisco Global Trade Council, and currently serves on the boards of The California Museum, The California State Capitol Preservation Fund, Civil Justice Association of California, and California Council for Environmental and Economic Balance. Mr. Burns lived in Latin America and Asia for more than 14 years. He has a Master’s degree in public policy from the George Washington University, and received his undergraduate degree from the College of William and Mary in 1984. He and his wife Sarah live in Sacramento with their four children.
